FASTART SDN BHD has today set out its Objective and Mission to be the MOST EFFICIENT maintenance Service Provider, thereby contributing to more cost-effective delivery system in the OIL AND GAS INDUSTRY.
Overview
Fastart Sdn Bhd was incorporated in August 1997 and was actively involved in the timber and construction industry. Since early 2003, the company has undergone a total management revamp and since then, it has focused itself towards the oil and gas sector, downstream and upstream. Its re-engineering exercise towards oil and gas industry was basically propelled by a pool of several capable, trained and experienced Bumiputera personnel in management, accounting and technical fields in various sectors of the oil and gas industry.
It was first initiated to provide materials supply and technical support, especially skilled manpower in the various maintenance programs for both onshore and offshore location/facilities in the oil and gas industry. Today, it has grown to offer general and specialize services of which it has concentrated and build upon. For the last five years, the company has undertaken a wide range of projects both onshore and offshore.
Onshore Works
For onshore works, we have successfully undertaken some civil construction works which includes building construction, maintenance and refurbishment, tank foundation, pipe rack and bridge maintenance works.
Offshore Works
As for offshore activities, we have executed mostly top-side maintenance works that includes blasting and painting (using abseiling or conventional method), structural and piping works as well as provision of skilled manpower to assist in various maintenance works.
CMIEA Award
The Sarawak Chief Minister’s Industry Excellence Awards (CMIEA), now known as the Premier of Sarawak Industry Excellence Awards (PSIEA), is the state’s highest recognition for businesses demonstrating outstanding performance, innovation, and contributions to Sarawak’s economy. Launched in 2017 by the Sarawak Business Federation (SBF) in collaboration with the Malaysia Productivity Corporation (MPC), the awards honor companies across various categories using the internationally recognized Business Excellence Framework (BEF). The renaming to PSIEA in 2022 reflects Sarawak’s elevation of its leadership title to Premier, aligning with the state’s vision of achieving developed status by 2030.

This prestigious accolade, presented by then-Chief Minister Datuk Patinggi Tan Sri Abang Johari Tun Openg, recognizes Fastart’s commitment to excellence, innovation, and impactful contributions to Sarawak’s industrial landscape. The award serves as a significant milestone, motivating Fastart to elevate its services to even greater heights. Leadership
Mr. Tommy Raymond Jok
MD/CEO
Mr Tommy was responsible for manoeuvring the company from a timber-based set up to a thriving and reputable maintenance service provider in the Oil, Gas and Petrochemical industries, both at onshore and offshore. Capped with a civil engineering background, he carries with him more than 25 years of hands-on experience, working in a very diverse environment/scope of services, serving in various role/positions. Under his stewardship, the company has achieved much success in the past 7 years and was honoured with the prestigious Sarawak Chief Minister’s Industry Excellence Award in 2021 for Large Category (Silver). An avid sportsman, and philanthropist, he served as President of Malaysia Orang Ulu Golf Association (MOUGA) for the last 2 terms (2019-2021, 2022-2024), plays the role of Chairman of Persatuan Kayan Sarawak, Cawangan Miri (2022-2025) and Advisor to Persatuan Kebajikan Pastor Kayan Miri. He was the co-founder of Sarawak Petroleum Contractors Association (SPECA), and currently serves as the Vice President of Orang Ulu Chamber of Commerce & Industry (OUCCI) and an active member of Dayak Chamber of Commerce and Industry.
Mr. Michael Lee Kuok Kiong
Executive Director
Michael is the Executive Director and Co-founder of Fastart, overseeing Finance and Management. With a Bachelor’s degree in Accountancy and Finance from the USA, Michael began his career in auditing and accounting, building a strong foundation in financial strategy and corporate governance. Over the past 16 years, Michael has played a pivotal role in Fastart’s remarkable growth, transforming the company from a team of just seven personnel into a thriving organization of over 300 professionals and skilled personnel. Under his leadership, the company has achieved consistent year-on-year expansion, driven by strategic financial planning, operational efficiency, and a commitment to excellence in the petrochemical industry.
Mr. Joseph Raymond Jok
Director
Mr Joseph, the young civil engineer with more than 7 years hands-on experience is instrumental in setting up and driving our Civil and Constructions division. Through his resilient efforts, the team has successfully secured a number of major construction projects involving construction of roads, bridges and buildings. This diversification ventures has elevate and expand the company’s scope of services and catapult the company into yet another broader range of opportunity to grow even to greater height. Our partnership with a listed company, we have open up another prospects that we have yet to capitalize, especially in the water treatment plant and associated works.
Mr. Liau Kong Siong
Project Manager
Experienced Project Manager with over 15 years of expertise in large-scale blasting, painting, and hook-up/commissioning (HUC) projects across onshore/offshore oil and gas facilities. Skilled in leading multidisciplinary teams to ensure corrosion protection, structural integrity, and operational readiness while maintaining compliance with HSE, NACE, ISO, and client standards. Proven ability to optimize resources, mitigate risks, and deliver projects on time and within budget. Expertise in surface preparation, advanced coating applications, and commissioning of mechanical/process systems. Strong stakeholder coordination with clients, engineers, and regulatory bodies to align deliverables with operational goals. Committed to safety and efficiency, driving “Zero Harm” cultures through strict HSE protocols. Introduced sustainable solutions like UHP water jetting and low-VOC coatings to reduce environmental impact while training 50+ technicians in industry-compliant coating techniques. Dedicated to leveraging digital transformation for asset preservation and future-proofing infrastructure.
Mr. Joevanni Paran Mawan Imat
Project Engineer
Joevanni is a versatile Project Engineer with a multi-disciplinary background spanning instrumentation, mechanical maintenance, and surface protection. He holds a degree in Mechatronics Engineering and brings over 10 years of cumulative experience across the palm oil and oil & gas industries. He began his career in mechanical maintenance, spending 4 years in the palm oil sector where he gained hands-on experience with plant operations, equipment reliability, and asset management. He then transitioned into the oil and gas industry, focusing on coating and corrosion maintenance for 3 years—supporting structural integrity and asset preservation efforts on onshore facilities. Currently, Joevanni specializes in instrumentation and tank gauging systems, with a focus on Honeywell Enraf technologies. In his role at Fastart, he supports the implementation and commissioning of advanced measurement and automation solutions for downstream operations. He also leads the team at our Bintulu Office and has successfully secured two major migration projects in Sarawak, which are currently in progress. As part of Fastart’s strategic diversification, Joevanni is also actively involved in expanding capabilities into product (oil and condensate) proving and additive control systems. His multidisciplinary background allows him to bridge technical silos and bring a holistic approach to engineering solutions, with strong commitments to HSE, precision, and project excellence.
